Answer

How does ISO 22316 relate to ISO 22301?

ISO 22301 is a certifiable management system standard for business continuity. ISO 22316 is guidance on organizational resilience, which is broader than continuity. They overlap at business impact analysis, recovery planning and exercise, but neither replaces the other. A 22301 system can supply much of the continuity evidence that a resilience assessment asks for.

The levels are different

22301 asks the organization to establish, operate and improve a continuity management system, with certifiable requirements. 22316 describes principles and attributes that help the organization absorb and adapt. One is a management system, the other is wider guidance.

Where they meet

Business impact analysis, recovery objectives, exercise programmes and supplier continuity are common ground. The 22316 resource attribute and the 22301 continuity arrangements can use the same service list and the same recovery decisions.

What 22316 adds

The purpose, context, culture, knowledge, leadership and change attributes that sit outside a continuity management system. It also adds the evaluation of whether the continuity discipline is coordinated with the others, which is a 22316 concern.

How to connect them

Map each 22316 attribute to the 22301 clause or process that owns it. Put the map in the management system, not in a separate binder. Then a 22301 audit and a resilience review read the same evidence.

Questions

Do I need 22301 to use 22316?

No. 22316 stands alone. A 22301 system makes the continuity evidence easier to manage, but it is not a precondition.

Does 22316 certify my continuity system?

No. 22316 is guidance and has no certification scheme. A 22301 certificate covers the management system, not the wider resilience capability.

Which should I do first?

Start with the scope and the context. They are useful under either standard, and they show where the continuity discipline sits in the wider resilience picture.
