Answer

Does ISO 22316 apply to your organization?

Yes, in the sense that it is written for any organization of any size or type, in any sector, at any point in its life. It is guidance rather than a certifiable requirements standard. It applies most usefully when the organization wants to improve its ability to absorb and adapt, or when a contract or policy makes a resilience claim.

Last updated: . Written from the 2017 edition and the ISO record. Not legal advice; does not certify.

The scope is deliberately broad

The standard does not limit itself to a sector, a size or a management system. That breadth is why it can sit above continuity, risk, security and operations without replacing any of them. The guidance is tailored by the organization to its own objectives and context.

Guidance, not certifiable requirements

The 2017 edition uses should rather than shall. It describes principles, attributes and an evaluation approach. A certification body cannot certify an organization against it because there is no requirement set and no scheme. A contract or an internal policy can make a line binding, and then the obligation comes from the contract or the policy.

When it is most useful

When the organization is preparing for change, recovering from a disruption, connecting disciplines that report separately, or answering a customer or regulator who asks how it would absorb a shock. The nine attributes give a structure for the answer.

Questions

Does it apply to a small organization?

Yes. The guidance is explicitly for any size. A small organization can use the principles as a board conversation and the attributes as a review agenda without building a large programme.

Does it replace ISO 22301?

No. ISO 22301 is a certifiable business continuity management system. ISO 22316 is broader guidance on organizational resilience. Many organizations use both, with 22301 supplying the continuity discipline.

Is it mandatory?

Not by itself. It becomes binding if a contract, a policy or a regulator adopts it. The obligations around it usually come from another instrument.
